On September 24, Korea and Japan had telephone conference. About the compulsory draft during the Japanese occupation period, Suga Yoshihide kept the same attitude as Abe Shinzo's political power. It seems Suga Yoshihide succeeds to Abe's power. So, it's hard to resolve differences between Korea's and Japan's opinions and Suga Yoshihide, prime minister referred to Korea as a very important neighboring country. Although this reference can be considered a solicitude, relations between two countries seem not to be changed remarkably.

Premier Xi Jinping and Prime Minister Suga Yoshihide held a telephone conversation for about 30 minutes from 9 p.m. on      September 25. Xi Jinping was scheduled to visit Japan in April of this year, and his visit was postponed because of the COVID-19. But the conversation about Xi Jinping's visit to Japan was not be accomplished. Suga Prime Minister said stability of relations between Japan and China is of great importance to regional community and international community. Also, Xi Jinping stated that he wants to develop relations between Japan and China.

Suga Yoshihide also had telephone talks with Russian President Vladimir Putin on September 29. Suga claimed 'Let's not postpone the territorial dispute to the next generation'. But Putin didn't refer to the territorial issue. Before the conversation, Russia launched military training on Kunashiri Island and Etorohu Island of the four Kuril Islands. So it seems Russia checks Japan. Japanese government official said that the negotiations will be proceeded for the conclusion of a peace treaty based on the Joint Declaration signed by the Soviet Union and Japan in 1956. Also, Putin spoke that he wants to talk about all matters between the two countries.
